USA Hockey Junior Rule Change Proposals

USA Hockey is considering making eight (8) rule changes during their Winter Meetings this weekend in Orlando, FL. These rules are designed to improve the Junior playing experience and development opportunities for players. Some provisions will likely upset some leagues and teams, although they get a few things as well. The proposed rule changes are as follows:
  1. No Trades from Tier 1 or Tier 2 to Tier 3 Junior teams - PDF
  2. No 15-year olds playing juniors without approved petition - PDF
  3. Tier 3 contracts are binding unless promoted to Tier 1 or Tier 2 - PDF
  4. Tier 3 compensation for player moves is capped - PDF
  5. Tier 3 player contract addendum mandate - PDF
  6. Tier 3 tuition publication requirements - PDF
  7. Tier 3 teams have to let players talk to and move up to Tier 2 and Tier 1 leagues when approached - PDF
  8. Junior teams can transfer leagues if both leagues agree - PDF
